What is the difference between foreign credential evaluation and translation?

Foreign Credential Evaluations

Since the educational systems of countries vary greatly, comparing the educational level of individuals educated in different countries is complicated and requires specialized knowledge. The procedure used to make such a comparison is known as Foreign Credential Evaluation.

Foreign credential evaluation is the process of determining the U.S. academic equivalent of studies completed outside the United States. The process involves a thorough analysis of official academic credentials (diplomas; transcripts with courses, credits/hours, and grades; etc.) conducted by an expert evaluator. The evaluation process results in a final determination of equivalency which is issued in the form of a written Foreign Credential Evaluation Report. Please click here for Method of Operation.

Foreign Credential Translations

Translation of foreign educational credentials is often misunderstood as being the same as foreign credential evaluation, but they are two different processes. Translation is the process of rendering text in a different language. When the academic credentials being evaluated are issued in a language other than English, they must be translated into the English language first before they can be evaluated.

The cost of our Foreign Credential Evaluations is among the lowest of any recognized evaluation service, and we complete our non-rush evaluations in at least 15 business days. Additional Evaluations

BOARDS OF NURSING

Currently, our company has been approved for evaluating nursing academic credentials for 26 state boards of nursing. You will find the listing of these state boards of nursing in our application. We send foreign credential evaluations to state boards of nursing along with verified academic credentials, charts, and verified foreign nursing licenses. We do not charge for the verification services. We keep the filled-out application form, academic credentials, foreign nursing licenses and verification for one year only. However, we scan the application form along with all academic credentials, nursing licenses and verification and keep this information for three years. We do not charge additionally for this service.

PROCEDURES FOR INDIVIDUAL APPLICANTS

1) Fill out the Application for Boards of Nursing

2) A filled-out application with payment is to be emailed to payment@jsilny.org, or mailed to our address, which is in our application.

3) Official original academic credentials (transcript with hours of instruction or credits and grades, nursing diploma or degree, course descriptions and the appropriate chart) must be sent to us directly by the issuing institution. If the academic credentials are not in English, a certified English translation is also required.   If you do not have a certified English translation, our Translation Department can provide this service. Email our Translation Department for a quote at translation@jsilny.org.

4) We must receive foreign nursing licenses directly from the issuing nursing council. In addition, we must receive a statement as to when it was issued, the expiration date and whether the nursing license has ever been suspended or revoked.

5) If the board of nursing you are applying to requires us to include the English Proficiency Examination results, these have to be sent to us directly by the organization giving this test.

6) Once the evaluation has been completed, it is sent electronically to the state board of nursing you are applying to and to you. 

7) If you have any questions regarding your evaluation, you must email the evaluator who completed your evaluation.

The process other companies call VisaScreen, we call Visa4Nurses. The United States Department of Homeland Security of the USCIS approved our company to issue Certification for Registered Nurses, Licensed Practical Nurses and Licensed Vocational Nurses. The VISA4NURSES process determines if international nurses are eligible to receive the Certification for Health Care Workers. Please see the application for specific requirements and fees. PROCEDURES FOR INDIVIDUAL APPLICANTS FOR VISA4NURSES

1) A filled out application with payment is to be emailed to payment@jsilny.org

2) Official original nursing academic credentials (transcript, degree, course description and the chart) and the foreign nursing license are to be mailed to our company to the address in the application. If we completed a foreign credential evaluation for any board of nursing for this applicant within the past three years email info@jsilny.org to find out if we still have these credentials. If we do, these do not need to be sent to us again. However, if the foreign nursing license information is more than one year old, it will have to be sent to us again directly and we will have to verify it again.

3) High school academic credentials, NCLEX RN Candidate Report and the passport photo I.D. are to be emailed by the applicant to info@jsilny.org. The high school academic credentials and the NCLEX will be verified (Applicants who graduated from high school at least 10 years ago are not required to submit their high school credentials).

4) The English Proficiency test results must be sent by mail from the testing service directly to our company. The English Proficiency test must have been taken within the past two years.

ABET Evaluations

At the request of the Florida Board of Professional Engineers our company provides evaluations of engineering and Engineering Technology study completed at regionally accredited institutions of higher education in the United States in terms of substantial equivalency of an EAC/ABET engineering and Engineering Technology degrees. Applicants must fill out the Application for Evaluation of Substantial Equivalency of an EAC/ABET Engineering Degree and mail it to us with the $400.00 fee (this includes one evaluation report for the FBPE). Please note that fees are subject to change without notice. Applicants must have their official transcripts and course descriptions mailed directly to our office by the issuing institutions. Study Abroad Evaluations

While our company already evaluates study completed in study abroad programs in foreign countries, we also provide a preliminary evaluation for students attending a U.S. college or university who are considering a study abroad program, but want to know in advance if the study completed abroad is equivalent to completion of courses at regionally accredited institutions of higher education in the United States. Prior to requesting such an evaluation, the applicant needs to understand that while we provide a preliminary evaluation, the U.S. college or university will make the final determination whether this study will be transferred. It is therefore recommended, that you submit our completed preliminary evaluation to your study abroad office and receive an approval before you enroll in the study abroad program.

Our evaluation of a one- or two-semester study abroad program will provide the following information:

1. If the foreign institution you plan to attend is an accredited degree-granting institution of higher education in the foreign country.

2. If the courses you intend to take are equivalent to undergraduate or graduate study at a regionally accredited institution of higher education in the United States.

3. It will list the courses you plan to take and the equivalent U.S. semester credit hours for each course.

4. A statement whether upon successful completion of these courses, this study is or is not equivalent to study at a regionally accredited institution of higher education in the United States.

The cost for each study abroad program evaluation is $150. Each extra evaluation report is $20.  Please note that all fees are subject to change without notice. Request the valuation and include a letter advising us that this preliminary evaluation is of courses you plan to take in a study abroad program. Be sure to include either a brochure in English on the specific foreign institution you plan to attend or its website in English. We also require a list of the specific courses you intend to take, including credits or hours of instruction.

If you do enroll in this study abroad program and successfully complete it, you may want to request a final evaluation. You will need to submit a new application form, the evaluation fee of $150 and an official original academic transcript listing courses taken, credits or hours of instruction and grades.

Foreign University Level Teaching Evaluations 

At the request of the Florida Board of Education’s Teacher Certification Department, our company provides evaluations of foreign university level teaching experience.  Our evaluations will provide the following information:

1) If the institution where you taught is a (recognized) accredited degree-granting institution of higher education in the foreign country.

2) If the institution awards degrees that are equivalent at least to a bachelor's degree earned at a regionally accredited institution of higher education in the United States.

3) If the courses you taught at this institution were considered university-level courses for the students enrolled in them.

The cost for this evaluation is $150.00 and each extra evaluation report is $20. Please note that all fees are subject to change. Please download the Application for Evaluation of Foreign Educational Credentials (Download application) and for the professional services requested, check “Other” and write in Foreign University Level Teaching Experience.  Please make sure to include an official original letter (printed in the university stationery) verifying the information above, including if yours was a full-time or part-time teaching position and listing the courses you taught.  If this letter is not in English, our Translation Department can provide a certified English translation. (Translation Service)

While this evaluation was requested by the Florida Board of Education’s Teacher Certification Department, we would be pleased to provide this evaluation for other State Boards of Education as well.

Josef Silny & Associates Inc., International Education Consultants was established as a MAIL ORDER foreign credential evaluation and translation service.  Our evaluation and translation fees are based on this principle and these fees do not cover personal consultations.

PREFERRED OPTION FOR MOST EFFICIENT SERVICE

Clients mail in their applications for foreign credential evaluation &/or translation along with their original documents and payment. (Applications are reviewed by experienced evaluators &/or translators and applicants are notified in writing if any additional information is required.)

DROP-OFF

THERE IS NO NEED TO COME TO OUR BUILDING. EVERYTHING CAN BE DONE BY MAIL OR COURIER.

NOTE: We offer ONLY drop-off service.  Our reception staff will only receive your application and process your payment.  They are NOT in a position to answer questions about your documents or the status of your file. Parking at the Silny Building is for employees only. If you parked your car by the Silny Building you must move it now. If you do not move your car it will be towed away at your expense.  Parking at the next door shopping center is for their customers only. Clients who want to drop off their applications will have street parking as the only option. You are not allowed to park on the sidewalk or by the fire hydrant.

CLIENTS WHO COME TO OUR OFFICE MUST BRING THE FOLLOWING:

- Official ORIGINAL academic documents
- 3 sets of photocopies (single sided and letter size 8.5 x 11 inches) of all academic credentials (JS&A will not make photocopies)
- English translation of documents not issued in English (if you already have one)

- JS&A may keep your originals until the evaluation is completed.
-Applicants will be required to pay a fee for returning the originals by Priority Mail or Courier. We do not offer pick-up service from our building. Fraudulent academic credentials will not  be returned to applicants.

We have no control of how many clients come to our building for the DROP-OFF service and if you decide to come to our building, there may be a long wait.   It is best that you do everything by mail.

PLEASE NOTE that receiving an “in-person” translation quote may require a wait time of up to one hour; therefore, we recommend that you obtain your translation quote via fax or email PRIOR to coming to our office.

It is our policy to mail our evaluations and translations by First-Class Mail. Some clients choose to pay to have their evaluations and translations sent by Priority Mail or by a courier. Due to the shortage of parking and extra work required of our staff, we do not offer pick-up service from our building.

CONSULTATION

30 minute INDIVIDUAL CONSULTATION - US $100
For applicants who would like help in filling out their application form and in reviewing their academic credentials and translations prior to applying for our services, we offer an individual consultation by appointment with a member of our Customer Service Staff.  The cost of this consultation is US $100 for a half hour session. This fee is non-refundable and it is in addition to any evaluation or translation fees. During this consultation you will receive help in filling out your application form, advice on which academic documents to submit, acceptance or rejection of the professionally prepared English translations which you already possess or a quote for the price of translating your documents. Upon completion of the consultation you will receive a written statement indicating that your application is complete, or if not, which documents or information is missing.  You will not be advised what your academic credentials are equivalent to during the consultation session. If academic credentials are sent to us from issuing institutions, be sure that we receive your filled out application with payment first. We are not responsible for academic credentials sent to us prior to us receiving a filled out application with payment. 

High School

Document-by-Document

This evaluation names all high school level diplomas/certificates and gives US equivalencies for each. This report is appropriate for freshman admission into colleges and universities (in addition, the grade point average is also required by many US colleges and universities), for employment, immigration, for military enlistment, among others.

US $90 basic fee (it covers all high school or secondary academic diplomas/degrees submitted with the application form.)


High School Course-by-Course

This evaluation lists high school courses taken, equivalent US high school units and equivalent US grades. This evaluation is required for students transferring into high schools in the United States and it is sometimes required for freshman admission.

US $150 basic fee (it covers all high school or secondary academic diplomas/degrees and transcript submitted with the application form.)

Post-secondary, University

DOCUMENT-BY-DOCUMENT

This evaluation names all post-secondary or university diplomas/degrees and gives U.S. equivalencies for each. This report may be appropriate for graduate admission (in addition, the grade point average service is also required by many U.S. colleges and universities), for immigration, employment, among others. Only study leading to a degree is included in evaluations. Our evaluations do not include non-credit bearing and continuing education study.

U.S. $90 basic fee (it covers all post-secondary/university academic diplomas/degrees submitted with the application form).

Post-secondary, University

Course-by-Course

This evaluation provides the same information as the Document-by-Document Evaluation, but also gives course, grade, and credit equivalents in US terms for university level study in other countries. This type of evaluation is usually required for transfer into a US college or university. It is required for CPA examination, teacher certification, licensing or membership in professional associations (Engineering and Nursing require a different kind of evaluation.) Only study leading to a degree is included in evaluations. Our evaluations do not include non-credit bearing and continuing education study.

US $150 basic fee (it covers the evaluation of all post-secondary academic credentials submitted with the application form.)

Standard Processing Time

Evaluations are normally prepared in at least 15 business days, upon receipt of all required fees, information and documentation. Evaluations which require extensive research and correspondence may take longer to prepare.

Rush Evaluation Reports

24-Hour

24-hour Evaluation Report (Completed the next business day).

2-Day

2-day Evaluation Report (Completed in two business days).

5-Day

5-day Evaluation Report (Completed in five business days).

Rush evaluation reports will be completed as requested, upon receipt of all required fees, information, and documentation. If for any reason the evaluation cannot be completed within the specified time after the applicant has submitted the required fees, information, and documentation, the rush fee will be refunded and the evaluation will be done at the standard processing time. Rush reports must be paid for by bank check, money order or credit card.

JS&A sends all rush evaluations by First Class mail (US Postal Service). Applicants who would like to receive their evaluations by courier have the following choices:

Within the continental United States: -By courier - US $45 per address
Outside of the United States: -By international courier - US $85 per address

If the fee paid by the applicant does not cover the cost of the courier, we may use USPS Priority Mail Express instead. 

Those in extended delivery areas will be billed for the balance of the fee.

JS&A accepts no liability for loss or damage of academic credentials during mailing.

JS&A does not accept courier airbills filled out by applicants.

Accounting Course-by-Course Evaluation (CPA examinations)
US $250 basic fee (it covers the evaluation of all academic credentials submitted with the application form.) The fee for each additional State Board of Accountancy is US $250. Each evaluation is prepared according to the requirements of each Board of Accountancy, including the upper division identification. Please indicate the state. Official original course descriptions in accounting and general business must be submitted. If these are in a foreign language, a certified English translation is required also.

Engineering Course-by-Course 
US $400 basic fee (it covers the evaluation of all academic credentials submitted with the application form.) The fee for each additional State Board of Professional Engineers is US $400. Please indicate the state.

Grade Point Average Equivalent - US $40 in addition to the basic fee (for each level of education).
High School Grade Point Average: US $40 + basic fee

Graduate Grade Point Average: US $40 + basic fee

U.S. institutions require a cumulative grade point averages for undergraduate and graduate study. The $40 fee pays for the cumulative grade point average. If you also would like to receive a grade point average for each undergraduate or graduate institution you attended each additional grade point average is $40.

If the applicant requests the Grade Point Average (GPA) Equivalency service after the initial evaluation has been completed, while we still have the application and academic credentials on file (academic credentials are kept for ONLY ONE YEAR), the fee is US $70 (US $40 for GPA Equivalency calculation + US $30 for issuance of one revised extra evaluation report, including gpa).  Additional reports are US $30 each. If we no longer have the application and academic credentials on file, the applicant must submit a new application form and official original academic credentials and pay the re-evaluation fee of either US $130 for a Document-by-Document Evaluation (US $90) + GPA Equivalency (US $40) OR US $190 for a Course-by-Course Evaluation (US $150) + GPA Equivalency (US $40).

Upper Division Course Identification
US $30 in addition to the Course-by-Course Evaluation fee 
Required by some colleges and universities. 
If the applicant requests the upper division identification service after the initial evaluation has been completed, while we still have the application and academic credentials on file (academic credentials are kept for ONLY ONE YEAR), the fee is $60 ($30 for the upper division identification + US $30 for issuance of one revised extra evaluation report, including the upper division identification). If we no longer have the application and academic credentials on file, the applicant must submit a new application form and official original academic credentials and pay the re-evaluation fee of either US $120 for a Document-by-Document Evaluation (US $90) + upper division identification (US $30) OR $180 for a Course-by-Course Evaluation (US $150) + Upper Division Identification (US $30).

High School Foreign Language Identification
US $30 in addition to the basic fee
If the applicant requests the high school foreign language identification service after the initial evaluation has been completed, while we still have the application and academic credentials on file (academic credentials are kept for ONLY ONE YEAR), the fee is US $60 (US $30 for the high school foreign language identification + US $30 for issuance of one revised extra evaluation report, including the high school foreign language identification).  If we no longer have the application and academic credentials on file, the applicant must submit a new application form and official original academic credentials and pay the re-evaluation fee of either US $120 for a Document-by-Document Evaluation (US $90) + High School Foreign Language Identification (US $30) OR US $180 for a Course-by-Course Evaluation (US $150) + High School Foreign Language Identification (US $30).

Re-evaluation 
Re-evaluations based on documents not submitted with the original request are considered new evaluations and a second payment of the basic fee is required. When an applicant requests that a Document-by-Document Evaluation be changed to a Course-by-Course Evaluation, the charge is US $150.

The evaluation fee does not cover verification fee. If a foreign institution charges for verification, the applicant is responsible for payment of the verification fee.

Evaluation Information

Reassessment of Education Systems
Evaluations are based upon the best information and resources currently available to foreign credential evaluators in the United States. Josef Silny & Associates, Inc. reserves the right to reassess educational systems as new and additional information becomes available.

Satisfaction with Evaluations
JS&A guarantees that all evaluations are prepared by highly qualified evaluators, but it cannot guarantee that the applicant will agree with the evaluation. Any questions or concerns about evaluations must be submitted in writing within one year from the completion date.

Processing Information
Josef Silny & Associates, Inc. reserves the right to request to review official original documents and may insist that transcripts or examination results be sent directly by the issuing institutions or examination boards. Academic credentials received directly from foreign institutions are considered confidential and cannot be given to applicants. For engineering and nursing licensure: transcript, degree, and course descriptions must be sent by the issuing institution(s) directly to JS&A. The documents you submit with your application, with the exception of any originals, will become the property of Josef Silny & Associates, Inc. and they will not be returned. When it has been determined that the documents submitted for evaluation or translation were forged or altered in any way, no evaluation or translation will be prepared and the evaluation or translation fee will not be refunded. All recipients indicated on the application form will be notified. It is the applicant's responsibility to submit the documents which need to be evaluated. If the application is not completed within three months, JS&A will close the file. A new evaluation fee will be required for updating the file. In preparing an evaluation report, every effort is made to consult appropriate resources to provide the most accurate evaluation possible. JS&A will provide a list of the references used in making the specific evaluation upon written request.

In order to receive an evaluation, an applicant must provide the following:

Application Form

The Application for Evaluation of Foreign Credentials, must be completed and signed by the applicant. If the names filled out in our application form are not identical to those in the academic credentials, you must submit a photocopy of your passport, or legal document showing a change of name. Do not send us any academic credentials before mailing in the application form with the fees. 

Fee
A non-refundable evaluation fee in U.S. dollars. Make the bank check or money order payable to Josef Silny & Associates, Inc. (We cannot accept postal money orders or payments through Western Union). If you are paying by a credit card you must fill out the Credit Card Information on the application form. All evaluation fees, including fees for rush report, 24-hour report, grade point average equivalent, extra copies, and translation are NON-REFUNDABLE.

Educational Documents
A) Official diplomas and certificates in the original language (Photocopies of academic credentials are not acceptable for an official evaluation).
B) Official transcripts in the original language (names of courses, grades, and hours of instruction) for every year of study
C) JS&A is not responsible for any loss, destruction or damage of any original diploma, certificate or documents of any kind.

Translations 
Documents in a language other than English must be accompanied by accurate, professional, certified, English translations. Translations supplement, but do not replace the original documents. JS&A offers professional certified translations. JS&A is a Corporate Member of the American Translators Association (ATA). Translations prepared elsewhere and submitted for use in the evaluation process may be accepted under certain conditions. Such translations must be properly certified and done by translators who are ATA certified. Translations from outside the United States must be done by accredited or officially certified professional translators. We reserve the right to reject translations that do not meet our standards.
Facts about our translation services:

Our non-rush foreign credential evaluation service takes at least 15 business days and our non-rush translation service takes 5 business days therfore, both your translation AND evaluation will be completed in at least 20 business days.

In addition, we offer expedited services of 3 business days, 24 hours and, whenever possible, same day service.

Our Foreign Credential Evaluation Department does not accept all outside translations, only those that meet the high standards of quality and accuracy set by our Translation Department.

The cost of our translations is competitive with other major translation companies.

All our translations are certified and notarized at no extra cost to our clients.

Syllabus
A syllabus of university study (detailed course description of each course or subject studied, including hours of instruction or credits) is required for all State Boards of Nursing and Engineering and for the Florida Board of Accountancy. Each syllabus must be mailed to us directly by the issuing institution. If a syllabus is emailed to us by the issuing institution, we will have to print all pages and we will charge $1.00 per page.

Additional Evaluation Reports 
Additional reports requested at the time of evaluation cost US $20 each. Each evaluation report requested after the evaluation has been completed costs US $30 each (may be issued up to 3 years from the original date of issue. Please note that no exceptions will be made regarding this policy). Add an additional US $5 per report if you would like your evaluation to be mailed in a specially sealed JS&A envelope. The cost for e-mailing or faxing an evaluation report at the time of requesting an evaluation is US $20. If requested after the evaluation is complete (up to three years from the issue of the original evaluation), the cost is US $30 per evaluation.

If you wish to receive extra evaluation reports after your evaluation has been completed, please download from our website the Application for Extra Foreign Credential Evaluation Reports and/or Translations. Extra evaluation reports will be identical to those previously issued. Any revision or addition to the report will constitute a re-evaluation, for which a new application form, new fee and original documents must be submitted.

Most universities and licensing boards require that the original foreign credential evaluation be sent to them directly by our company. 

Extra evaluation reports are usually mailed out in 10 business days. Rush mailing available, 24 Hour Report US $300 in addition to the basic fee, 2 Day Report US $200 in addition to the basic fee, 5 Day Report US $100 in addition to the basic fee. Notarization of Copies of Original Documents 
This service is provided for individuals applying to the Florida Department of Education's Bureau of Educator Certification or other agencies requesting notarized copies of original educational documents. The fee for this service is $10 per document (diploma, transcript, etc.) Original documents must be presented with payment. If the service is requested by mail, an additional payment for mail service is required for the safe return of the original documents.

Return of original documents by secure means:
Within the continental United States:       - By Priority Mail: US $20 per address
                                                                 - By courier: US $45 per address
Outside of the continental United States: - By international courier: US $85 per address

If the fee paid by the applicant does not cover the cost of the courier, we may use USPS Priority Mail Express instead.
Those in extended delivery areas will be billed for the balance of the fee.
JS&A accepts no liability for loss or damage of academic credentials during mailing.
JS&A does not accept courier airbills filled out by applicants.

Our non-rush foreign credential evaluation service takes at least 15 business days and our non-rush translation service takes 5 business days therefore, both your translation AND evaluation will be completed in at least 20 business days.

In addition, we offer expedited services of 3 business days, 24 hours and, whenever possible, same day service.

Our Foreign Credential Evaluation Department does not accept all outside translations. Translations prepared elsewhere and submitted for use in the evaluation process may be accepted under certain conditions. Such translations must be properly certified and done by translators who are ATA (American Translators Association) certified. Translations from outside the United States must be done by accredited or officially certified professional translators. We reserve the right to reject translations that do not meet our standards.

Translation quote requests received before 2 P.M. on business days will be responded to the same day. For those received after 2 P.M., we will attempt to respond to them that same afternoon or early the next business day at the latest.

Form of payment

You may pay in U.S. dollars by cashier's check, money order, or a check issued by a U.S. bank. If the check is issued by a foreign bank, the bank check must list the counterpart U.S. bank. We also accept payment by travelers' check and by credit card (Visa, MasterCard and Discover only). If you wish to pay by credit card, go to Downloads in the Services section of our website, download the Credit Card Information Form and follow the instructions.

Additional sets of translations

Additional translation copies requested at the time of the original service cost $20.00 each. Each additional certified copy requested after the translation has been completed costs $30.00 each up to one year from the date the translation was issued. After that date, each additional certified copy costs $50.00. We guarantee keeping these translations for up to three years. Add an additional $5.00 per copy if you would like your translation to be mailed in a specially sealed JS&A envelope.

If you wish to receive extra translations after your service has been completed, please download from our website the Application for Extra Foreign Credential Evaluation Reports and/or Translations. Extra translations will be identical to those previously issued. Any revision or addition to the translation will constitute a new translation, for which a new application form and a new fee must be submitted.

PLEASE NOTE: If we completed your translation more than a year ago, we no longer have a copy of your documents in the original language in our files. Please send said documents together with your application and the payment. An extra copy will not be issued without said documents.
